Arrest Records in Clare County
Clare County arrest history is split among four official products. An arresting agency creates the incident report. Clare County Jail creates intake and custody records. A court records charges that the prosecutor actually files and the outcome. The Michigan State Police Criminal Justice Information Center compiles reportable arrest cycles and dispositions for its statewide criminal-history system.
The Clare County Sheriff handles sheriff arrests and bookings. City of Clare Police records stay with that department, and the city crosses the Clare-Isabella county line, so incident location matters. Harrison has no city police department; the sheriff is its law-enforcement and booking channel. Michigan State Police and other task forces keep their own reports even when the person enters Clare County Jail.
No Clare County Booking Roster
No verified public web roster was exposed on the official sheriff page. For recent or pretrial Clare County custody, call the jail at (989) 539-7166. An absent name can mean release, transfer, booking in another county, or no booking. It does not establish that no arrest took place.

That official source supports the correct fallback: call for current custody and use a written records request for a copy of releasable booking or arrest material. It does not support an unofficial mugshot or people-search source.
Once custody is confirmed, the sheriff directs video visits and calls through HomeWAV and money or commissary deposits through Express Account. Confirm the current visitor ID rules, schedule, and recipient identifier with HomeWAV or jail staff. Those services help someone communicate with a person in custody; they are not Clare County arrest-record databases.

Start with the record layer that answers the question. Keep the person's full name, incident date, location, arresting agency, report number, booking number, and court case number close at hand. Each identifier reduces the chance of matching the wrong event.
- Identify the likely arresting agency, date, and place. For City of Clare events, verify which county held the incident.
- Call Clare County Jail at (989) 539-7166 for current custody and ask which booking identifier applies.
- Request the arrest report from the agency that created it. Use Clare County's FOIA route for sheriff records.
- Search MiCOURT for filed charges, allowing for reporting lag and checking both District and Circuit stages.

Phone confirmation is often the quickest current-custody check, while a formal request produces a record copy. A court search shows prosecution, not the full police narrative. ICHAT excludes warrants and several nonpublic or non-reportable categories. No one official channel replaces all the others.
For a statewide public compilation, ICHAT requires identifying details and a paid name search. It can return reportable felony arrests and convictions, serious-misdemeanor convictions, and pending reportable matters. It does not cover federal, tribal, out-of-state, juvenile, traffic, or local non-reportable misdemeanor records. Use it as one layer, not as proof that every Clare County agency file was found.

The Sheriff's Records Division routes non-crash reports through the county FOIA process. Use the official Clare County request form or a written request with the same core facts. Name the existing record and give an incident number, date range, location, involved agency, and desired part of the file. Choose inspection, copy, certified copy, or another delivery option as the form permits. Ask for an estimate and request number. Under MCL 15.235, the public body generally responds within five business days by granting, denying, granting in part, issuing a permitted extension, or requiring a deposit. That response deadline is not a promise of completed delivery.
The Clare County form asks for the requester's name and contact details, a clear record description, preferred delivery, signature, and date. It also offers choices for pickup, onsite inspection or copying, mail, email, and county-provided digital media. Fee-waiver or discount certifications are conditional. Public release may omit date of birth, medical or classification data, cell location, protected victim facts, and law-enforcement-only information. This chain explains common mismatches. A booking charge reflects intake. The prosecutor may decline, amend, or replace it. Courts then report the final result to the state repository. A released person can still face a pending court case, and a dismissal may appear only after the court sends its update.
Recent Clare County Bookings
Because the sheriff does not offer a verified public online booking log, current custody is checked by phone. Ask jail staff whether the person is presently held and which public booking details can be provided. For a durable copy, submit a targeted FOIA request. Do not use an unofficial booking gallery as a substitute for the custodian.
MiCOURT can reveal filed charges, a case number, bond-related docket events, and later disposition. A new case may not appear right after booking, and its absence does not erase the arrest. Conversely, a jail release is not a dismissal. Contact the 80th District Court at (989) 539-7173 for a recent misdemeanor or preliminary felony filing, then check the 55th Circuit Court if a felony was bound over.
Note: A public booking photograph is not automatic; request it from the official custodian and expect lawful withholding or redaction where applicable.
OTIS and Clare County Arrests
MDOC's Offender Tracking Information System covers people connected to state prison, felony probation, or parole. It excludes unsentenced convictions, county-jail or city-lockup prisoners, jail-only sentences, exempt information, and people discharged from supervision more than three years ago. A failed OTIS search therefore says little about a recent Clare County arrest.

Search by name or MDOC number and use available traits to narrow a result. OTIS may show current MDOC status, supervision location, and office information. For custody notifications, use Michigan VINELink. Neither service replaces a call to Clare County Jail for a pretrial booking.
Federal Custody After Clare Arrests
A federal sentence belongs to a separate custody system. The Federal Bureau of Prisons locator searches by BOP, DCDC, FBI, or INS number, or by name with basic traits. It covers federal inmates from 1982 forward and warns that release dates can change after recalculation.

BOP does not list Clare County Jail or MDOC custody. Federal cases also use the Eastern District of Michigan and PACER rather than MiCOURT. Choose the locator by sentencing authority, not by where the initial investigation occurred.
Arrest Records vs Conviction Records
An arrest record proves that an agency documented a detention or booking. It does not prove guilt. A conviction follows a plea or verdict and a court judgment. The filed charge can differ from the allegation at intake, and a case can end in dismissal or acquittal.
